Introduction to the project, what is the project about, what is this baseline about, why it is important for the Project that the group / person is consulted. 

‘Commissioning’ is the process used by the NHSSB to assess the range of health and social services needed by local people and then ‘buying’ or ‘purchasing’ these services with annual funding from the Government from organisations that ‘provide’ health such as Causeway Trust, hospitals and some GP practices.
